My kitten's lower gum is swollen. What causes this in young cats?

This is probably a condition also known as "Rodent ulcer", it's an autoimmune condition that is very common in cats, often it doesn't require treatment, when it is severe it is treated with steroids. it is rare to see this at such a young age, for this reason it could also be an allergic reaction to an insect bite or possibly to the kitten milk replacer, if this is what she is eating.
