I would guess the eye has either ruptured or there is a tumor or abscess behind the eye. I agreed that surgery to remove the eye is likely needed. Cost depends on where you live (ie: things in New York City cost more than things in Louisville, KY). I would expect charges between $800-$2000 but once again, that is high variable depending on your location. I would recommend to have a consultation with a local veterinarian who would be most able to give you an accurate cost. The doctor you originally saw can most likely give you an idea of charges. Unfortunately no, this does have to be treated by a vet. The medication needed is prescription only, and leaving it untreated can lead to vision loss. I would see if you can borrow money from family and friends, go to a low cost clinic, see if you can get a payment plan with the vet, or apply for Care Credit online to afford a bet. Best of luck.
