My new kitten has no meow, sounds dry. Is she sick or normal?

I wouldn't be concerned if this is how he has always sounded. Upper respiratory infections are very common in young kittens and sometimes swelling can affect the vocal folds - it's possible that he had some scar tissue formed. It's also possible that this is how he was born. If he does have trouble swallowing or breathing, or if he regurgitates or vomits you should see your vet.

This can be from over use or from the start of respiratory infection that causing a sore throat. If she is eating and drinking well with no sneezing, coughing or runny eyes, then you can monitor her to see if it comes backs. I’m wondering if you meant to say that Kitty is trying to meow but unable to make noise. Sometimes a chest cold or upper respiratory infection could cause laryngitis and make it difficult to meow - this usually resolves with time. If she seems to be gagging or having trouble swallowing you should recheck with your veterinarian. If this is not what you meant to ask feel free to repost your question.

I would wait it out at this point in time because he is eating and drinking normally, using the litter, and acting normally otherwise. He might have a respiratory infection, and losing his voice is the only sign. I would keep an eye on him for the next 72 hours. If he still has no voice at that point, then I would take him into the vet for an exam. Should he develop other signs in these 72 hours, such as stopping eating and drinking, then I would take him into the vet sooner. Hopefully, his voice will return on it's own.
