What do I feed a 4-week-old kitten? I'm unsure about proper food.

At 4-5 weeks, kittens should be transitioning to solid foods, so it would be best to mix in the KMR with the wet food into a sort of slurry to help with the transition and make it easier to digest. You can also weigh Cleo with a food scale or other small scale to get her weight in ounces which can help you determine how big she is. Most kittens at this age will still needed to be fed several times a day. Unfortunately the babies are still young so if mom will not feed them then they will depend on you. The best food is KMR (kitten milk replacer). You should be able to find it online. You can also purchase a nurser bottle. If mom is also not keeping them clean or stimulating urination/defecation this is important as well. You can feed them canned kitten food mixed with an appropriate kitten milk replacer, such as KMR. Mix them to make a gruel or slurry. Have them examined by your veterinarian to diagnose and treat any pre-existing conditions and to deworm them. The deworming should be repeated every weeks for 3 treatments. Once they are about 8 weeks old, you can discuss vaccines or begin to rehome them.

Your kitten should be growing in small amounts ever day. If you use a small kitchen scale, you can monitor his growth. If he is isn't growing, it could be that he isn't eating enough, intestinal parasites, or a congenital issue. At 4 weeks, he should start transitioning to kitten food. You can continue to mix kitten food with kitten milk replacer for another week or two. It may take time for your older cat to like the kitten. Kittens have a lot of energy and some older cats just don't want to deal with it! Make sure the older cat has her own place, and you need two separate litter boxes and food and water bowls.

It is a pity you got them that young, They should really be with their mommy and siblings until they are 12 weeks old. You should still offer kitten milk and give them canned kitten food 4 times a day. They will still have accidents, ie might not use the litter box all the time, but eventually will use the box reliably. They will need to play a lot to get coordination and learn how to run properly, make muscles and learn how to hunt. They will try to hunt each other and when they do, please let them. They will not hurt each other. Give them lots of TLC

At this age a kitten should be starting to be more active (wiggling a round a bit on their bellies) but largely is still just a small ball of fluff. The ears have likely opened a bit and unfolded and the eyes may be starting to open. The weight you list sounds appropriate for the age as they typically should be around a pound at 4 weeks old. At this age she would still be highly dependent on her mother, or you if she was orphaned, for warmth, nutrition, and cleaning as she will still need help urinating/defecating.
