She could have irritated skin and possibly a skin infection from the hair mat. You could clean the area with an antispetic wound cleaner and apply an OTC antibiotic cream and see if that helps. Otherwise, she should be examined by a vet for treatment. She may need an oral antibiotic and anti-inflammatory to treat.

Poor girl! I cannot say for sure what caused these but it looks like she needs to be seen by your vet. Your vet will be able to take a closer look to what the cause may be and whether or not they need to be addressed with some meds like antibiotics, burn creams, or pain meds. The fact that the hair is gone and the skin is really red makes me think of some type burn (cold or heat) or an allergy of some sort or even over grooming. That does look very uncomfortable for Yuki! And I agree that there is probably some infection present. A common cause for itching this area in pets is flea allergies. Some pets are allergic to flea saliva and it only take the bite of one flea for them to be itchy all over. Other potential causes are bacterial infections or immune issues. I recommend that Yuki see your vet so that she can get the appropriate treatment. Until your appointment you can apply a thin layer of Neosporin to the areas, just try to keep her from licking it off!
