How to help my cat scared of new kitchen fan and won't enter?

Cats can get afraid of the silliest things sometimes! A change in the house can cause a cat to freak out a bit, but she will get used to it over time. I would start leaving her food outside your room and over time, moving it closer and closer back to her normal spot. You can't feed her in your room forever, and she needs to get used to the fridge. The general rule is that if feral kittens are taken away from their mom by the age of 10 weeks that they can get used to humans and become well socialized. I think you've handled this difficult situation very well. Some cats take a looonnng time to warm up to new housemates (or never fully warm up) and taking it slow really helps. I would keep the food (as well as her litter, resting spaces, and water) all upstairs so she doesn't have to interact with the dog until she wants to. Let her take her time, even if it's months.
