My cat is lying down, not eating, but still drinking. Is it lethargy?

Poor Meredith! Lethargy is a very general sign of illness in cats, and it can be caused by systemic illness, infection, inflammation, or injury. Given that she is eating and drinking as normal, I would monitor her for now. If she is still lethargic in another 24-48 hours, I would have her seen by a vet. Should she stop eating or drink, or develops other signs such as vomiting and diarrhea, I would have her seen by a vet right away.

If smudge is not eating or drinking I strongly recommend a visit to the veterinarian. He may have an upper respiratory infection or virus, which can cause fever, lethargy and decrease in eating. He could have an infection, musculoskeletal issue, kidney disease, liver disease, diabetes, thyroid issue, etc. Your vet can run some lab-work and take x-rays, if needed, to help diagnose and then determine the best way to treat. These symptoms are definitely of concern and most likely a sign of illness and not depression.
