From the photo, Taz looks as though he may be a Siamese mix based on his coat coloration. It is quite common for Siamese breeds to be cross eyed. Normally, these cats adjust very well to being cross eyed and get around like any other cat would. Potentially, his jump could be off due to his vision as he is more crossed than some but it is difficult to say without observing him jump. He could also have problems with his back or hind limbs that make him jump abnormally. If you are worried, it is always best to have him examined by his vet. As far as his meow sounding abnormal, it would be helpful for you to take a video of him meowing to show your veterinarian. This may just be his normal voice or he may have something going on in his throat around his vocal cords. Some young cats can develop benign polyps in there throat/nose. Hope this helps!
