My bird hand-feeds but won't let me pet or step up. How do I tame him?

Pet's info: Bird | Cockatiel | Male | 7 months and 9 days old | 1lb

My bird lets me hand-feed him and is comfortable with my hand near him but he doesn't let me pet him or step up on my finger.. he is scared and either opens his beak or runs away from my hand/finger.. I have been trying to tame him for months but nothing will work. What do I do?

Keep at it! Some birds may always be slightly scared, or take a lot more time to get used to it. In some cases, it may be that this is the most your bird enjoys. Some birds may also be fearful while in the cage, but more open to handling outside of it, so if Pebbles has a playstand or something he enjoys outside of his cage you can work with handling there as well.
