How can I get my parakeet to perch on my finger and feel comfortable?

Wait until they don't flutter about when you sit near the cage. Then place a hand I n the cage for ever increasing periods of time. They will fly away from you and screech when you place your hand in the cage. This is normal. Once they begin to settle down and accept your presence in the cage, place a small treat in your hand. Do this each time. They will eventually settle down and may approach your hand or finger for a treat. Be patient and be consistent. It may take weeks.

Time and patience are key to helping your parakeets get used to you, and each individual bird may bond differently to you due to their individual personalities. Patience is best when getting your budgie used to handling. If he has a favorite treat you can offer it every time you approach the cage or every time he sits up on your finger. Once he is comfortable there, you can begin to then offer treats after you pet him, to teach him that this is a rewarding behavior. It can take some time, and if your budgie is too stressed simply take a break and let him calm down a bit before trying again.

They come to learn to bite when the other forms of their body language are not seen/listened to by others, including owners (and veterinarians!). I would recommend looking at Sky's body language and your actions in situations - both before she tries to bite and when she is trying to bite. You may see that Sky tries to move away, or leans away, prior to trying to bite. It may be that Sky has not had any good or non-frightening experiences with humans yet so she doesn't know how friendly you are trying to be. I would recommend moving very slowly, and using food items that Sky likes to eat to help start to form a bond with her. When you start to move towards Sky, and there are no signs of avoidance (see above), then she gets a treat that she really likes. If she shows any signs of avoidance, then you just move away - you leaving may be her reward, and that is okay because you haven't pushed her so much that she feels like she needs to be desperate enough to bite. For training, you may want to start by asking her to step up using a stick or wooden dowel instead of your finger. This will be more safe for you, and may be more comfortable for Sky initially as well. There are videos online that give training tips as well - I would recommend searching for positive reinforcement videos as these tend to be very successful for birds. I see that you posted this question a while back, and I answered it there, so I'll repost my answer here for you to be sure you get it. Patience and time! Until he's 100% on his training, be sure to always reward with a treat. However, if he's perfect at it with a treat every time, you can start to wean off them. You can try luring him with the treat to get him to perch, and then start only giving him treats intermittently. If he doesn't know when he's getting a treat and when he isn't, he may be more inclined to keep trying in the hopes he gets one sometimes. You can also use a favorite toy to play with, a gentle pet in a place he enjoys, or some of his regular food instead as a "treat" while you're phasing out the real ones.

Two weeks is still a very short time for a bird to be with a new owner, and it can take months sometimes before a bird will start to bond with you. I would keep trying to be patient with Pearla, and give her more time to settle in and get used to you. If she has a favorite treat, you can offer it each time you come by to visit to help her get used to you, and if she becomes scared or stressed, take a break and try again later. Don't try to force the interaction until she is ready. If your other bird is getting used to you more quickly, it may also help Pearla with getting used to you if she sees the other bird trusts you too.

You can teach the 'step up' command by extending a finger and gently pressing it against the chest while saying "Perch" or "Step up". From this point, you can work with them to teach additional tricks or whistles.
