Is my ringneck parrot's head swinging normal or a health issue?

A short period of 10-15 minutes, in the steamy bathroom can help open nasal passages. A veterinary visit is recommended to assess. That is very odd behavior. If Salyt is unable to hold her head in the proper position, seems in severe distress, or is otherwise acting ill it would be best to have her examined by a vet in person as she may be injured or ill. It is also possible she was just very excited and flapping around to show her excitement, however she would be able to return her head to normal after and should still be active, eating, drinking, etc. Keeping an eye on her, and if she seems ill or doesn't return to normal, seeking vet care is best.

This can be normal parrot behavior. They may flap and vocalize if happy, or communicating with thier "flock" which may be their human. They may also vocalize as mating behavior. Some neurologic, muscular, diseases processes, and nutritional issues can cause similar symptoms. It would be best to bring Parrot into a local vet ASAP to have him examined, bloodwork taken and possible X-rays taken to look for underlying issues and provide treatment. In the meantime, making sure he is kept calm and quiet, can still access food and water (and is eating a balanced diet of seeds and pellets for budgies) and separating him from any other birds in the cage can help him feel more comfortable until the underlying cause can be determined.

Some color variation is normal among birds, and if he is a young bird he may have some feather color changes as he ages. A little "white stuff" or dander is normal in birds, however if you are seeing things stuck to his skin, visible wounds, problems with the feather shape, redness, itching, etc then it could indicate something else such as an infection or parasites which should be treated. Making sure that he is kept on a balanced diet can also help ensure his feather coloration stays bright and any new feathers grow in healthy.

It's possible Sharpie may have just been stretching oddly, however if you continue to see odd or jerking movements, she doesn't perk back up, or you see new signs of illness such as refusal to eat or drink, it is best to schedule a veterinary exam. Neurologic issues, illness, and toxicity may all cause strange random movements or jerking motion in addition to other symptoms.

If he's like that even while eating, drinking, or being active (not sleeping) and never has his head in a normal position, it wouldn't hurt to have him examined by your vet. It's possible there could be an underlying issue such as a nutritional problem or even a neuromuscular issue that would benefit from being checked out.
