Why is my new baby budgie's head always tilted down? Is he sick?

It's possible there is an injury, some sort of congenital defect, or other issue going on. Since the baby wants to hide, can't keep his head up and isn't really acting normal, it would be best to bring him to your local vet for a full exam. They can check for neurologic or muscular issues, and may recommend additional testing as needed to rule out any other potential problems. Keeping the baby comfortable, eating and drinking, and away from areas where it can become injured can help until you can get to your vet.

Hi, if Sky is otherwise doing well, eating and defecating normally, active and alert, then I wouldn’t be concerned. Some birds sleep with their head tucked under a wing or in some other similar position. Sky’s neck is bent more in the pictures than what is typical for a parakeet, but it could just be normal for him. However, if you notice any changes or if his neck doesn’t straighten out and remains bent when not sleeping, then this would definitely not be normal and should be evaluated by a veterinarian.

If he is otherwise healthy, eating and drinking, and has periods of activity and chirping while he recovers, I wouldn't be too concerned, especially if the vet gave him the OK. If he makes a strange noise and had a rope around his neck for a long time, it is possible the vocal cords may be a bit bruised or strained, which could just take some time to heal. He may also hold his head in a strange position while resting if the area is still sore or healing. If he doesn't seem to improve over time, or shows any signs of illness, having your vet take another look is always best.

It could be that is just how your parrot fell asleep, which can be normal. If he is showing any signs of illness while awake, such as a head tilt then, refusal to eat, listless behavior, etc, then this is cause for concern and should be checked out by a vet.
