My Quaker parrot's outer eyelid is pink on one eye, what's the cause?

That is likely to be due to a mild to moderate conjunctivitis, probably secondary to a trauma or infection. A check up would be needed as appropriate treatment would include antibiotics and anti-inflammatory eye drops. Corneal injuries must be ruled out as well. This presentation could be due to a trauma or localized spot of skin infection (likely to be caused by bacteria). Giving the upper eyelid lesion as well a skin infection is more likely. A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Your vet may want to perform a skin scrape to identify underlying cause more specifically. Disinfection can possibly be started at home with very diluted hibiscrub or betadine or salted water baths. The discoloration around the eye is probably from the excessive tearing. Since you are unable to take him to the vet try flushing the eye with a sterile saline solution and using a humidifier in the room to help in case it is allergies. Best of luck. Discharge around the eye and neck could be a sign of regurgitation, that could be caused by ingested foreign bodies, toxicities, metabolic concerns, just to mention a few. Mucoid ocular discharge could be an indication of an infection around the eye or in the sinuses. A veterinary visit is recommended soon, as these diseases can progress rapidly. Good luck.

The photo is incredibly blurry so it's hard to see if there is crusting or any new feathers coming in. Feather loss around the eyes may be molting related if he is molting elsewhere, however eye issues, infections, mites, etc may also cause scaling around the eyes or feather loss. If you can't see new feathers coming in, the eye is itchy or bothersome, or it worsens, seeking veterinary care in person is best.
