My conure has grey around eyes. Is it molting or a skin problem?

It looks like he may be losing some downy feathers, which can happen during a molt or when adult feathers are coming in on younger birds. If it's a molt, you'll see new feathers growing in that look like little pins/needles poking out of the skin (hence the name pin feather) -- though these are usually better visible for large feathers such as tail/wing. If you're not seeing this, he seems to be picking at his belly a lot, or you see issues such as red skin, parasites on the skin, etc, a vet visit is a good idea to rule out any health issues.

Hello! There are several issues that might be going on with your bird. Mites are a common cause of feather loss on the face. There are certain bacterial and fungal infections that can cause this as well. I noticed that your parakeet also has a cagemate - is it possible that the other bird is over-preening this bird? The only way to determine the cause of the issue is to visit your veterinarian - preferably, a vet that is comfortable treating birds, or a bird-specific vet. The vet will likely take feather and skin samples from your bird and look at them under the microscope to try to determine the cause. There isn't much that you can safely do at home to treat mites, bacteria, or fungi, so visiting your vet is the best way to get your bird the treatment he needs. Best of luck!

It is probably from scratching or rubbing. As long as the spots resolve and there are no other symptoms, there is likely no cause for concern. Use concrete perches or clip his nails regularly to keep them in trim. (My African Grey gets the same thing occasionally).

That is likely to be due to a mild to moderate conjunctivitis, probably secondary to a trauma or infection. A check up would be needed as appropriate treatment would include antibiotics and anti-inflammatory eye drops. Corneal injuries must be ruled out as well. Without seeing any photos it is hard to tell what is going on. Molting can happen as a natural part of replacing the feathers, and isn't really age related more so than environment/nature related. It is also possible that there are still mites present even with the protector, or that there is another issue such as an allergy, nutrition issues, or irritation around the eyes causing her to scratch and pull out the feathers there. Examining the skin for any signs of injury, small wounds, redness, irritation, etc can help you determine if this might be the case. Boredom can also sometimes cause behaviorally based scratching or feather plucking, however this usually occurs in areas birds can more easily reach such as the chest or back- that said, if you have another bird housed with Silver Angel, it could be the other bird is overgrooming her and causing the feather loss.

If your bird is otherwise acting normally and healthy, it is possible it may be a molt, especially if you are seeing feathers coming back in already. Other possible causes to look for are plucking, as you suggested, as well as parasites such as mites/lice. Making sure your bird is in an area that is low stress (aka, he has a chance to relax quietly when he needs to) can help as well as looking for/treating any possible mites. If the bald patch increases, the feathers don't regrow, or you see other issues, then having a vet take a look is best.

Her eye and the area around it does not look bad. Monitor it for redness, swelling, excessive feather loss or excessive scratching. A small amount of seed is fine, but she shouldn't be on an all seed diet. A commercial pelleted diet would provide a balanced diet. Brands include Roudybush, Lafeber, Pretty Bird, Kay Tee Exact and Harrison's. These can be found online or in most pet stores. A mineral block and a cuttlebone should be provided as well.
