My pigeon's tail twitches when still. Is this normal behavior?

That just sounds like a relaxation behavior or possibly adjusting the food in her crop, and is very normal. As long as Juno is otherwise healthy, active, and happy, I would not be too concerned. If she shows any signs of illness in addition to this, seems in distress, or does it constantly without stopping, seeking a vet exam in person is always best.

I highly recommend you have him evaluated by a veterinarian as soon as possible for further assessment and treatment. Without photos or more info it would be hard to say. it could just be normal molting of the older feathers, and the new ones haven't grown in fully yet so they appear shorter or rough until they are fully grown. Some issues such as health problems or nutritional issues could also lead to stunted growth of feathers, so ruling out any issues with your vet if the problem doesn't resolve is best.

However, since it sounds like there are two birds housed together, I recommend keeping an eye their overall appearance and have them evaluated by a vet if there are any large featherless patches.

As with many common signs of illness in birds, prolonged, repetitive bobbing of the tail can indicate a respiratory infection. The key is "prolonged" and "repetitive". If a bird is having trouble breathing, the tail muscles work harder, causing the tail to bob up and down. So, if you are questioning it, then it is probably too much and your bird should see a vet.

It may just be a normal behavior for him/more comfortable to relax in that position if Maxi seems otherwise happy and healthy. However, if he's having any trouble perching, or does start to show signs of illness, it's always best to schedule a vet visit to rule out any health issues.
