This could be an infection or ingrown feather (feather cyst). Placing a warm compress on the lesion could allow an abscess to organize. A veterinary visit would be best to assess and provide a diagnostic/treatment plan. As young birds are very sensitive to medications, you should not apply any topical medications at this time until after a veterinary visit.
