Why is my new bird silent? Is she sick or just scared after moving?

I would recommend giving her a little more time to adjust, as long as she is eating and producing feces. You can find these at the bottom of the cage. This is a good idea from a wellness perspective, as it will slow you to gather information about her baseline health, and your vet can determine whether Frost is ill or not. That's a lot of change at once and it could be that it's stressing Blu-ray (cute name!) out a bit. I would hold off on giving any extra treats for a few days, as they may be causing digestive upset as well, and see if she improves. These can be very irritating to the respiratory tract (lungs, windpipe, air sacs, etc.), and can make birds silent as well. It can also be very harmful to them. If you are unable to find any changes to their areas and they continue to be silent for the remainder of the day, then it may be time to have them evaluated by a veterinarian in your area. Providing heat support can give some aid but is not a cure for illness. It's possible, but hard to tell without knowing Pancake's breeding history. It could be that Pancake is still just settling into his new place which is why he is quieter, however if he continues to have trouble balancing, seems to act ill, or doesn't seem to settle in as normal, a trip to the vet is a good idea to rule out any health issues that may need treating.

Illness is the other possibility. Monitor appetite and water intake. Providing heat support might aid in there demeanor. Most avian veterinarian encourage parrots to be kept at 80-85 degrees.
