In the second image, she definitely looks unthrifty and ill. Without a physical exam though, it is difficult to say for sure what is going on with her. If you can, transition from an all seed diet to a pelleted diet which is more balanced. Brands include Harrison's, Lafeber, Pretty Bird or KayTee Exact. You can still offer a small amount of a fortified seed mix as well as fresh fruits and vegetables to round out the diet.

I am very concerned based on what you were describing that your bird is very ill. I would recommend trying to hand feed her or syringe feed her a critical care supplement to try and get her appetite back where it needs to be. Unfortunately, without an examination by a veterinarian there are no over-the-counter remedies that I can recommend that I can be sure will be safe for your bird. Try to interact with her as much as possible and encourage her to eat. Also make sure she is in a warm dry room and see if that helps. In older small birds, strokes can sometimes cause the use of legs and the inability to grip or perch properly. Other potential causes can include calcium deficiency (which if she isn't on a balanced diet may be possible), bacterial infections such as Aspergillosis, viral illnesses, toxins and even diseases contracted from wild birds if Snowy has had access to the outdoors or with wild birds. If you haven't seen an avian vet specialist, or had any blood work done, that may be your next best step in figuring out what is wrong. Changing Snowy's environment some, such as including flatter or platform-like perches may also help with mobility so that she can continue to have access to food and water.

Birds can sometimes rub their beaks on stuff to relax/play with things, to wipe after eating, or just if they are interested or excited. By itself it doesn't really mean much. If Luna is showing signs of illness in addition to this, such as listless behavior, sleeping a lot, not wanting to eat or drink, or she seems disoriented, unable to perch, etc, then seeking a vet visit in person is always best.
