Unfortunately those are very general signs that Bubble may be ill and should be seen by a veterinarian in person. Extreme stress may also cause a bird to breathe rapidly or act aggressively. Until you can be seen, keeping Bubble in a warm hospital cage with easy access to food and water may help make him more comfortable, as well as keeping him in a calm, quiet area in case the breathing is worsened by stress/fear.

If you are feeding her many extras such as fruits and veggies, these can sometimes cause loose stool. Removing these extras and feeding only her regular balanced diet for a few days may help this clear up. If the problem continues, she may need to see a vet (if you don't have a bird-specific vet, a regular one may still see her) to check for parasites or other more serious issues which will need to be treated. If she is very ill, moving her to a hospital cage away from other birds to prevent the spread of illness and being picked on, and providing her easy access to food and water may help until you can get vet care.

Without an exam it would be hard to tell if he is OK. You can do a few things first, such as remove any substrate in his cage that may kick up dust (replacing it with cage lines or newspaper/paper towels can help), and make sure he is not in a drafty room or one with a lot of dust and pollen that could cause sneezing. Making sure he is in a room that isn't too hot or cold and that is free from harassment by other pets or people can also help as panting can sometimes be related to temperature or stress.
