My budgie has scabs around its neck and eye. Any home remedies?

Your veterinarian diagnosed your bird being infected with knemidocoptes mites, a type of scabies, that affects the legs and beak and eyes. This is a parasite. Ivermectin and the parraffin oil will kill the mites, nut it will take some time for the skin to heal and get replaced with healthy skin. The treatment your veterinarian recommended is the proper treatment and you do not have to do anything else. You may want to tell your friend to check his birds for the same signs.

Poor little guy! He very possibly has scaly mites. Ideally he should be seen by an avian veterinarian, but there is an over-the-counter product called Avimec that is a drop-on remedy for scaly mites. These mites only live on the body, so you don't have to treat the cage as well, but it would be a good idea to take it apart anyway and give it a good deep cleaning just to be safe. Something is obviously causing him discomfort there. Mites are microscopic and you would not see them. I suggest you get him to a vet to figure out what the problem is. You can put an Elizabethan (cone) collar on Birdy to keep her from scratching the spot - googling how to make a bird sized one with a paper plate is a great at-home thing you can do, however with the severity of that injury and how rapidly it is spreading, I would seek out a veterinary exam in person ASAP. It is possible there is an infection, or other nutritional/disease process going on that requires additional treatment such as flushing the affected site, giving antibiotics, etc, so seeking vet care is best.

Although a picture of it would help to determine the underlying cause more specifically, that is likely to be due to a mild to moderate conjunctivitis, probably secondary to an infection. A check up would be needed as appropriate treatment would include antibiotics and anti-inflammatory eye drops. Corneal injuries must be ruled out as well.
