I received a parakeet from a friend’s grandparents. He has been kept alone for at least two years. He is always itching, plucking feathers and his face is very crusty. He appears to have no appetite and hardly makes any noise.

This is suspicious of mites. Unfortunately, no spray will be effective for clearing these mites, because these mites burrow under the skin. They need an injection, or oral medication in order to kill the mites. For this, you will have to take her to a veterinarian. It's good to take her to a vet anyways, because they can ensure the correct diagnosis is made prior to starting treatment.
