Why is my budgie quiet, fluffed, sleeping, and vomiting foamy seeds?

This sounds like Piku is pretty ill and needs to be seen by a vet. Vomiting and lethargy are both very general signs of illness, and since birds are very good at hiding being sick, if Piku is showing visible signs he should be treated by a vet in person. In the meantime, keeping him in a warm hospital cage with access to food and water may help, but if the problem persists, vet care is needed.

They try to hide thier illnesses as long as possible. Make sure his cage is in a warm, quiet, draft free environment. Try to encourage him to keep eating, cooked eggs are a high nutrient food that may tempt him. Millet is better than nothing but not very complete nutritionally. Vomiting and nasal discharge in birds can be a sign of bacterial or fungal infections, toxin ingestion, as well as damage to the crop (the area that stores food in the esophagus). I recommend having your bird seen by a vet as soon as possible to determine the underlying cause, provide stabilization and treatment as necessary.

Based on the behavior you are describing I am concerned that Alif may have something stuck in her throat/mouth that is causing her discomfort and making her not want to eat. She may also be regurgitating in an attempt to dislodge whatever is stuck. However, this behavior could also be a seizure type behavior. It is hard to say without actually seeing what Alif is doing. You need to get her in to a vet as soon as possible. Until then, continue to offer her plenty of fresh water and her favorite foods to encourage eating. If weak, remove perches and place a soft towel on the bottom of the cage for comfort. Ensure that food and water bowls are within reach. Heavy metal toxicity (lead, zinc), metabolic disorders, ingested foreign bodies and infections are all possible. You need to see your veterinarian, to assess and provide a diagnostic/treatment plan.
