I noticed this "growth-ish" thing around the left side of my 2-year old male budgie's beak. From outside it looks like something is stuck there but he is not letting me pick it up. I tried photographing it as close as possible. Any thoughts? Should I be worried?

Without an image, we can only provide very general advice. If he is behaving normally, you can monitor it at home. Watch for rapid change or growth, discharge or bleeding. Loose droppings, lethargy and loss of appetite are also symptoms that should be addressed by your veterinarian.
If he is not behaving normally or if the growth is painful or interferes with eating, then he should be physically examined by your veterinarian or an experienced avian veterinarian sooner rather than later.
