Without a physical exam and eye exam, it is difficult to determine this. Have Sunny examined by an experienced avian veterinarian. The cause may be infection or injury. In the meantime, lower perches to prevent falls and keep her in a warm, low traffic area to prevent stress.

Poor Tango looks pretty ill. I would bring her to a vet ASAP for a complete exam and some treatment to get her feeling better. You may need to hand bathe and hand-feed her if she is still very young while she is being treated for any underling issues.

It sounds like she is having some issues seeing - she may be going blind. You need to have her vision checked with a vet this is competent with working on birds.
