It is possible that Tweety has a broken wing, however, in a 12 day old bird it could also be a "conformational abnormality", meaning Tweety may have been born with one wing that did not develop properly. If you can get her to a veterinarian she can be examined to determine what is causing her to hold her wing that way. They may also want to take an x-ray to get a better look at the bones of the wing. If it is broken a veterinarian will usually splint it or wrap it in a special bandage to allow it to heal. In a young bird it usually only takes around 4-6 weeks to heal from a break. I hope this helps, good luck with Tweety.
