My new baby budgie has a big, puffy chest. Is that normal?

The birds pictured are parakeets/budgies. They both look normal in appearance. Sometimes, they will perch fluffed up a bit. This is normal as long as they aren't doing it all the time or have other symptoms. Monitor for lethargy, decreased appetite and loose droppings. See an experienced avian veterinarian for an exam to diagnose illness or injury in needed.

However, this sounds like it may be a distended crop, the portion of the esophagus that pouches out and stores food. Sometimes, in the case of certain infections, this area can not empty properly. This causes food to get stuck and cause the crop to get larger and even protrude through the skin. This requires veterinary attention as it can prevent normal digestion from occurring. This can also be a mass or abscess, which may require surgery to remove or drain as well as antibiotics, which are prescribed by a veterinarian. If he’s eating and acting fine, evaluate the temperature in the room and presence of any drafts. If he is quieter, or has any change in appetite, defecation or activity, see a veterinarian without delay as birds can become seriously ill quickly. Providing heat support can give some aid but is not a cure for illness. As a new bird, moving to a new home can be stressful for a young animal, and suppressing the immune system, allowing subclinical infections to manifest. Good luck.

That could be not normal as this puffed up - feathers position can be caused by general illness that can cause high temperature. Any infection can cause that for example. A clinical examination at your local veterinarian is essential to confirm these clinical suspicions and treat appropriately. Antibiotics may be needed.
