It's worth a shot to see if it is just the brand rather than the litter format. As cats can be picky about litter types, be sure to do a gradual changeover to the new litter to prevent Olivia from avoiding it or using elsewhere to go potty. A litter mat outside of the box may also help wipe her feet and fur some, reducing the spread throughout the house.

In cats with urinary irritation, wet food is preferable to help reduce urine concentration and flush out the bladder. I strongly recommend a urine exam in order to determine exactly what is going on and to guide the most appropriate treatment (infection/inflammation etc). A sample can be collected using special urine collection litter which does not absorb urine. Petco provide a home kit for detecting UTI which can help to monitor such conditions

Baking soda is definitely a viable option. I wouldn't add any sort of out side products into the litter. I would just choose a litter that is effective at disguising unwanted odors. The Arm and Hammer Double Duty and the Ultra are both really effective in my opinion at accomplishing this. There are also covered litter boxes that have little filters on top of them that help contain some of the odor. Another thing you might want to consider trying is to get one of those deodorizer jars and simply leave one open right next to the litter box. This will absorb a good portion of the unwanted odor. Hopefully, the new litter alone will solve your not-burying problem. Hope this make sense.
