It is best not to let your pet bird interact with wild birds as they can easily spread illnesses and disease back and forth to each other. If you suspect the wild bird may be ill and he will let you handle him, it is best to try and catch him so that you can bring him in for medical care. If he will not allow handling, then speaking with a local wildlife rescue/rehab in your area that can safely capture and treat him is best.

Most pet stores will not take pets back unless they were purchased very recently. Looking to see if you can rehome them though a local ad, or contacting a local animal shelter may be your best option. A local shelter may be able to get you into contact with a bird rescue that can take them and adopt them out to a new home for you.

The easies solution is either Recovery from Royal canin or a/d from hills, both are wet foods designed for cats and dogs but are suitable for baby birds as well, you can draw them into a syringe and feed this bird (many times a day!)

I don't suspect they routinely clip parakeet wings at the vaccine clinics which is the majority of the services offered at Petco. The grooming salons in Petco likely don't clip wings either. Some of the Vetco hospitals may clip wings. I recommend to call ahead and find out if this is offered and cost. Here is information for the Vetco vaccine clinics offered by Petco at: https://www.vetcoclinics.com/ Certainly call any hospitals in your area. You may also call the Petco and ask if they can get information about any upcoming Vetco vaccine clinics. They will have to then reach out the doctor who will be at the clinic to ask. An easier option may be to go online and good a bird veterinarian. Some of the Banfield Pet Hospitals may also offer this service but you will need to call and ask.
