Check the water chemistry first. Use a home test kit or submit a sample of water for testing. Most pet stores will do this for free or for a small fee for. High ammonia or nitrite levels can be toxic to fish. Aim for 0 ppm ammonia and nitrites with a nitrate level of 20ppm or less. Perform a partial water change, if indicated, to stabilize chemistry and maintain water quality. Use only aged or conditioned water that is temperature matched to prevent stress or shock. Check the water temperature as well, confirming it is appropriate for your species of fish.

A fish tank will need a filter, a light/hood and a heater. Make sure the filter is rated for at least twice the tank volume. The heater should be adjustable since water temperature will depend on the species of fish. Good "starter" fish include Tetras, Mollies, Danios or Tetras. A new tank should be set up and left running empty for several weeks before adding fish. A pinch of flake food can be sprinkled in daily. This "cycling" will allow a population of beneficial bacteria to colonize the tank and filter. These bacteria will break down wastes (ammonia, nitrites and nitrates) which are toxic to fish.

Ideally you would quarantine any new Fish in a separate aquarium for a few weeks to make sure they do not show any signs of diseases or infection. Once 2-3 weeks have passed without any signs of a problem then it is usually pretty safe to introduce to the common aquarium. Good luck and I hope they do well!

It is difficult to determine since the image is not clear. Fish are very hard to photograph! If it does, then it is very early infection. Ideally, new fish should be quarantined for at least 2 week sin a separate tank to confirm good health prior to introducing them into the main tank. Monitor for worsening symptoms. If necessary, you can purchase an ich treatment and treat the tank. Look in the Aquarium section of the local Petco. Follow label directions and remove the carbon filter insert during treatment if indicated.
