My senior hamster has hair loss & inflamed skin. Is it old age?

My Chinese dwarf hamster is 4 and has slight hair loss about his shoulders and his skin looks inflamed but he isn't showing any signs of irritation, i think this may be just old age but I would like to be certain

This is probably a disease related to old age, it's not uncommon to see loss of hair and inflamed skin in older hamsters, sometimes it's connected to a tumor as well, which is very common at this age.
