Sounds like she has an upper respiratory infection (URI). You need to get her to a reptile vet as soon as you can. She will need antibiotics to get this to clear up. Many tortoises get URI if they get too cold when they are hibernating. That is my best guess as to what happened here. You definitely need a vet that is used to treating reptiles. Have Peechu examined by an experienced herp veterinarian. She may have a respiratory infection. If left untreated, it can progress to pneumonia which can be deadly. Check the temps and humidity in her enclosure. Low temps can stress her and high humidity can cause respiratory infection.

He will have to be examined by a vet ASAP and will likely need some medication as well as supportive care. The vet would also have several options of getting food into him (e.g. by inserting a feeding tube).

I would highly recommend that you have Cutty evaluated by a veterinarian for further assessment and treatment.
