Is it safe to use a hamster's old fish tank for a leopard gecko?

A 10 gallon tank can be purchased in the local Petco for less than twenty dollars ( https://www.petco.com/shop/en/petcostore/product/fish/fish-aquariums-kits/aquariums-up-to-ten-gallons/aqueon-standard-glass-aquarium-tank-10-gallon ). It would be easier to keep and secure than a laundry hamper. Given the temps required for geckos, plastic may not be the best option either. You will need a a heat lamp for day use and maybe a heat source if nighttime temperatures drop below 70 F. You can use slate, reptile carpet, plain paper towels or a coconut fiber substrate. I am so sorry about your leopard geckos. You are definitely on the right track toward prepping your vivarium safely. It sounds like you have already cleaned everything so it just needs a final sterilization. For your tank, and anything else nonporous, use a bleach solution (1 cup bleach per gallon of water) and let sit for at least 10 minutes. Then, rinse thoroughly and allow to dry. Heat and UV will also kill it, so letting it dry in the sun is ideal. Any wood can be baked in the oven at 285deg for 1 hour. You can then consider it safe.

Leopard geckos are great "starter" reptiles. They don't require special lighting (UVB) like other reptiles. A 20 gallon tank is big enough for one. Add a heat source, hides and a water bowl and you are good to go. Leopard geckos can be very finicky. I probably wouldn’t change his substrate unless he is having problems with the current one. You can attempt to change it but you need to monitor his activity, appetite and attitude closely. I also don’t recommend any sand substrates as they commonly cause intestinal obstruction because they like to eat it. Honestly, the best substrate is an AstroTurf type material because they can’t eat it and it is easy to keep clean, but this can be a big change if he isn’t use to it. I hope this helps!

For a new tank, hot, soapy water followed by a thorough rinsing is sufficient. Steam cleaning and a dilute bleach solution (1/2 cup bleach:1 gallon water) can be used for disinfection. There are also commercial cleaners, such as Zoo Med Wipe Out, that can be purchased online or in most pet stores.

Thanks for reaching out regarding Night Hawk and including photos. The pictures appear good and seems a lot of thought went into your set up. You haven't mentioned UVB radiation or diet, but everything else appears good. Even though geckos are noctunal, they are often inactive during the day but receiving radiation. Insect species need to be varied and gut loaded with a variation of fresh vegetables. Good luck.
