Why are my Dojo Loach's eyes swollen? Is it popeye and how to treat?

Recently one of my Dojo Loaches have developed a weird issue with its eyes. I have 3 others who are doing completely fine. My water parameters are based around what they need and the temp too. I did a water change as well to see if that would help but havent seen any progress and I believe it is getting worse. I'm going to quarantine it for now. What could be this be? I'm struggleing to find a specific answer for this. I attached pictures of the sick loach and one of my healthy ones.

It looks like it could be popeye. This is caused by a bacterial infection. Keep him quarantined, maintaining pristine water quality. You can use Maracyn Plus or similar product to treat. Find it in the aquarium section of the local Petco. Follow label directions carefully and remove the carbon filter insert during treatment if indicated.
