Why is my unneutered dog humping, licking, and panting excessively?

Since he is unneutered he may be picking up on her scent even if she is spayed, it's also a way to show dominance over other dogs. If you don't plan to breed him I suggest getting him neutered. This will help the behavior lessen over time and will also prevent some potential health problems as well as reduce the urge to roam and possibly get injured if he escapes looking for a female in heat. You can try getting him obedience training so he will be better behaved and more likely to listen when you try to separate them.

It may be that she has a urinary infection changing her smell that has caused this behavior. I recommend a urinalysis just to be sure. Otherwise this can be a way to show dominance over her if some of the household dynamics have changed. I generally do not think of humping as a medical problem for the male dog, more as a reaction to something new in his environment. However, excessive licking in this area can also be a sign of urinary tract infection, prepucial infection, inflammation or allergies. Even neutered dogs can have their penis come out from time to time. If it stays out for an extended period of time or the dog cannot get it back into the prepuce this can be an emergency medical condition. If you are not planning on breeding her then it is best to get her spayed. Dominance behavior and sexual behavior can both be decreased by spaying (removing the source of the hormones). If Zeke is not neutered that could be part of the reason. Intact males are more likely to exhibit this behavior but it is all variable. Even if both males are neutered, it’s possible Zeke smells a female in heat (even some neutered males will react to that) and is changing his behavior towards Zen because of it. Don’t leave them together if there’s a concern for Zen to get hurt. Make sure Zeke gets extra exercise right now. The more tired he is, likely the better his behavior will be. Make sure to correct the unwanted behavior as soon as it happens. Lastly, give Zen a good bath including cleansing his ears (with a pet ear cleanser). It sounds like Kentucky is masturbating, and neutered dogs do masturbate. If he wasn't neutered before he came to the shelter, he will have learned that masturbating feels good, and so he keeps up the behavior even though he is now fixed. It is unusual, however, that he had intercourse with an in heat female, which does not typically occur with neutered dogs. It makes it possible that he may have a retained testicle in his abdomen. I would have Kentucky seen by a vet for this, he may need surgery to determine if a testicle was left behind.
