Hi, while petting my dog, i found this on her neck. Plenty of tiny black doughts sticking out of her skin. Do you happen to know what it is? Should i go to a vet? Thank you

That appears to be a skin infection. You would need to have Daisy examined by your veterinarian to diagnose a bacterial or fungal infection. Ideally, the spots should be shaved to better evaluate them then cleaned. Treatment may be systemic, topical or a combination.
You can use an e-collar (cone) to prevent licking or chewing until she sees the doctor.
