How to help my dominant, anxious dog stop bullying her sister?

I recommend to focus on increased exercise for the bigger pup. The more physically tired she is, the less likely she will be to bully the smaller one. I recommend at this time to have a baby gate or some other type of barrier to separate them so that the smaller one feels more secure. Work on calming the environment with pheromone sprays and classical music. Make sure to give the smaller pup exercise as well as this will act as a stress reliever. You can also try distracting both pets with peanut butter (make sure there's no xylitol) Kongs that have been in the freezer for a few hours. Lastly, if these are not breeding dogs, getting them spayed will eliminate the sex hormones and this may help calm things down a lot (although this is not the case for every dog). It sounds like she is having some anxiety and/or dominance issues with Bella. Try to take note if she is always doing this or if there is a specific cause or causes like food nesrby, treats, bones, you nearby (they can be protective over their "humans"), etc. If so, try to find a way to keep them separate when one of those things are involved. It may take some time for her to accept him. If she is being aggressive toward him than you should not allow them to be together unsupervised, espeically around feeding time or any toys/bones that she may protect. Give her extra attention, praise, and treats while the puppy is around so she knows he is not there to replace her. You could also try an Adaptil collar or diffuser and see if that helps. If she doesn't start accepting him than you could talk to your vet about trying an anti-anxiety medication, like Prozac or Trazodone and see if that helps.

Separate them for a few days then gradually reintroduce them. First with a door between them so they can hear and smell one another then separated so they can see but not reach one another and finally a supervised physical introduction. Neutering will definitely help, but it won't be an "off switch" for his dominance. A pheromone product, such as the Adaptil collar, may help the behavior. Consider formal training/obedience classes. Make Billy "work" for everything. If he wants to go out, play, eat he has to perform a task (sit, stay, etc). Correct negative behavior immediately. Praise and reward him when he complies. Ant treat or reward he gets should be tiny. If he acts up or gets too wild, place him in a different room or area (not his crate) until he settles down. Be firm and be consistent.

Taking the toys could be a sign of dominance but it also could be jealousy. This may cause Lucy anxiety but if its normal behavior between the two, it might not bother her at all. Trazodone can help with anxieties, but honestly I don't think she needs it. She sounds like she is active and social, she's just a nutty female :) Neutering could help with dominance because he won't have the excess testosterone, but dominance isn't only from hormones, it is learned. If he is always fed first, greeted first and given treats first he has been taught he is the alpha. It is normal to wrestle and as long as no one is hurt, it isn't aggressive. It may sound aggressive, with growls and teeth showing, but usually they bite softly and it is just play.
