Cow milk is not recommended as it may lead to gastrointestinal upset (vomiting and diarrhea). An appropriate puppy milk replacer, such as Esbilac or Pet-Lac, is recommended in place of cow milk. Warmed milk is also recommended to prevent chill. A puppy likely will refuse cold milk of any kind unless very hungry.

Around 4 weeks of age, you can begin to introduce soft puppy food (canned or moistened kibble) into the their diets in addition to their puppy milk replacer, such as Esbilac. Dogs of any age should not be given cow's milk, as most are lactose intolerant and can develop vomiting and diarrhea.

First, I would definitely recommend having the litter and mom examined by your vet - there are a number of health problems that could be making the dam reject the puppies. These pups will need to be given supplemental heat through a heating pad. They will also need to be bottle fed with a milk replacement supplement. Everything you need should be able available to you through most pet stores or big-box stores. Newborn puppies will require bottle feeding up to every 2-3 hours for the first week or so of their life if they make it. Sometimes, the mother will reject the puppies if she senses they are sick in some way as well. I would recommend feeding puppy milk replacement not just milk. If you gave milk then the puppies can get diarrhea which can dehydrate them. If you gave puppy milk replacer it is a good thing that will give them nutrients they need. A gentle baby soap should be ok to use if that is all you have. Just use a small amount and make sure to rinse it off. Keep him in a warm place until he is dry. You should get a gentle dog shampoo for future use.

There are commercial puppy formulas that are the best option, but there are some homemade puppy formulas as well.
