If she is going into labor, then you will see active abdominal contractions, and the puppies should be born within 2 hours. If 2 hours of contractions have passed, then contact your emergency veterinarian to discuss with them if you should bring her in to be evaluated. Otherwise, make sure she has a warm area that she can easily access to have her puppies. Once the puppies are born, you can help her clean the puppies and make sure they can all nurse. 56 days is a bit early, but it is possible she could be in labor, or closer to her due date than thought. Signs of labor can include visible contractions, changes in body temperature, lack of appetite, and waxing of the nipples (producing a milk substance). I would keep an eye on her, and if she doesn't have any puppies within a few hours of signs of labor, or she seems in great distress/is extremely exhausted take her into your vet ASAP for care to make sure there isn't a stuck puppy or other illness or complication causing her early symptoms.

It is possible she is pregnant if she was bred or in contact with a male while in heat and is now showing symptoms of pregnancy. During this time, their temperature may decrease and they may shiver. Keep an eye for any evidence of active contractions. If you are seeing contractions without production of a puppy that lasts longer then 2 hours, then she should be evaluated by her veterinarian immediately. If she seems lethargy, weak, and is not interested in food or water then she should be evaluated sooner. A good rule of thumb is that if you are seeing black or green discharge, then that is considered abnormal and she should be seen by your vet right away. Her whining sounds a little concerning as well, especially if she is doing it continuously and seems to be in distress. A vet visit sounds like a good option for her @ this point.
