Your description of Leo's problem is suspicious of hip dysplasia, but it could also be due to another problem with the hips, lower spine and/or nerves involved. The x-rays are very blurred, so they are difficult to interpret, but the hips appear to have good coverage by the socket. From this information, I would be less suspicious of hip dysplasia and more suspicious of another cause of Leo's problem. It's best to consult with your veterinarian about this, because they will have more information about Leo. If you want a second opinion, then it's best to schedule an appointment with another vet doctor in your area who can physically examine Leo.
I hope that helps and all is well with Leo.
