It's hard to know exactly why she has the brownish discoloration. certainly you should try switching her to a different flea product and remove the collar. It may take up to two months for any discoloration to disappear. You could then try switching the collar to a nylon or fabric collar, again, it may take up to two months. In the mean time, there are a couple things you can do at home and they can help but they may not address the underlying cause. You can try adding in an omega 3 fatty acid supplement for dogs, this can help improve the skin health. You may also try changing Haddie's diet to something like Royal Canin or Nutro as they are aimed at skin health. Also protect the area from trauma by having Haddie wear an elizabethan collar if she is itching. Have her examined by the veterinarian if it appears to be getting worse. Yes this is a reaction to the collar, likely allergic. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths twice daily for 4 days (make sure you dry it up after disinfection). I recommend keeping the collar off for now and not letting her swim or get wet for at least the next few days. I would not put any more neosporin or other ointments on the area, as this can trap moisture and delay healing. IF the irritation is where the collar was then this is probably what caused it and it should get better within a few days. if it doesn't get better then you will need to take him to the vet as it could be a more serious skin condition that will require medications.

I am sorry to hear about Bella! It looks like perhaps she could have developed a rash due to the contact with her collars. Some dogs seems more sensitive to having collars, or if the collars haven't been washed in awhile or got wet and were wet against the skin it can cause irritation. You can try washing the area with a colloidal oatmeal shampoo from your vet or the pet store, and letting her go without a collar when indoors. You can put a harness on or get a new clean collar or a rolled leather collar which may cause less irritation to the skin. If the problem persists, a visit to the vet is recommended.
