It could be a pustule (bacterial infection). I don’t think I’d get too worried about one single pustule if he is otherwise fine (not scratching or licking). If he develops more he should see your vet. Puppy pyoderma on the belly isn’t uncommon.

It could be impetigo, a simple skin infection on the belly. Post a picture if you can. A visit at the vet could confirm it and the veterinarian may prescribe antibiotics wipes.

Puppies can often get a puppy pyoderma or a type of skin infection on their bellies from being so low to the ground and rubbing in all sorts of things. If it is only a small pimple like lesion you can just try bathing with an antibacterial medicated shampoo. If she gets more lesions or is licking or scratching she should see a vet as she may need systemic medication.
