Why does my dog have a smelly lump or growth near his rear end?

My dog has a red boil/lump hanging from his bottom and has a horrible smell,what is it he's a border collie an is 12yrs old

I am very sorry to hear about Charlie. He definitely needs veterinary care for this issue. This could be an ulcerated tumor that has become infected or if it is not actually hanging from the skin it could be an infection of the anal sacs or a perianal fistula. He may require surgery for this issue, and may need antibiotics if the area is infected.
