Is a skin growth below my dog's vulva normal? What could it be?

This presentation could be due to a localized spot of skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and possibly antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Disinfection may be started at home with very diluted hibiscrub or betadine or salted water baths. Buster collar may be useful as well to avoid any licking. I would recommend that you have these spots examined by a vet. It could be a small pyoderma or skin infection, which is common in young dogs, or could be related to urine pooling in the area (especially if she has a recessed vulva). Or it could be something else. The vet will examine it and may take a small sample to be examined under a microscope.

That does look a bit irritated. Issues such as allergies, or even issues like bladder infections can cause itching or irritation. If Laika is licking the area, it can also increase irritation. I would place an Elizabethan (cone) collar on her to keep her from licking it and keep the area clean with pet wipes or a washcloth. If the irritation continues, or you see signs such as straining to urinate, bloody or cloudy urine, strange discharge, etc, then seeking veterinary care is best.

I looks like Bailey could have a cyst or skin infection on her vulva. I would recommend having your vet examine her, especially if she has been licking her vulva. This could be a sign of allergies or even a urinary tract infection, or it may be something you can treat topically and monitor.

These are probably pustules from a minor skin infection. Since she is not spayed, she may continue to get these due to underlying increase of hormones. If she is not a breeding bitch you should have her spayed which will hopefully stop them from recurring. This looks like a mass adjacent to the vulva, and it is probably not related to the recent grooming. This could be a benign mass like a lipoma or could be something more serious, and I would recommend taking her to your veterinarian to have it examined. They may want to take a small sample using a needle. Another possibility would be a hernia, although this is a little less likely based on your picture, but a veterinarian would probably be able to determine whether or not a hernia is possible based on an exam.
