My dog is scooting intensely and bleeding. Is it an emergency?

Hello. Poor baby. He needs to see a veterinarian as soon as possible. I cannot tell if this is a tumor or somehow the penis has been trapped outside the sheath. Either way, he needs immediate care, especially if whatever is going on prevents him from urinating properly. This looks very painful & I hope you can have him seen quickly. Ouch, poor Dudley! It could be he has growth on his anus or his anal sacs could be impacted and infected. Yes, definitely take him into a vet before his owner comes home. The vet can diagnose what is causing this swelling and bleeding, and can treat him for it. Best of luck, I hope this helps.

Based on the location (it appears to be just to the side and just below the anus), an anal gland abscess may have ruptured. I doubt it’s an insect bite, but I can’t rule that out completely. It could also be another type of mass such as a tumor or a foreign body (such as a grass seed) that’s burrowed into the skin and caused an abscess. Regardless, your instincts are correct; this likely needs to be treated with antibiotics. Put an E -collar (cone of shame) on him and make an appointment with your vet ASAP. Hope that’s helpful! Have him seen by your veterinarian. The most common, and easiest to treat, cause is full or impacted anal glands. Normally, the anal glands are emptied during the act of defecation. In some dogs, this doesn't happen and the glands fill up, become impacted and could abscess. This would result in the symptoms described. Your veterinarian can Express the glands manually, flush them and instill medication if necessary. Antibiotics and pain medications are also sometimes dispensed. If Scooby is licking back there, place an e-collar (cone) on him until he sees the doctor.

It is hard to tell from the photo but I think it looks like he might have gotten some razor burn which irritated him. The irritation has caused him to lick at it which has made it worse.
