My Dachshund puppy has soft, movable lumps under skin. Is it normal?

There is no way of knowing for sure without an examination though this represents a reason to seek veterinary care. This is usually determined with an examination and a fine needle aspirate (FNA) or a biopsy. Treatment depends on the findings up to that point. This mass is quite large. I would definitely have your vet do an aspirated and cytology of it while it is there. The fact that it is changing in size makes me concerned that it could be a salivary mucoceole, an infection, or even a mast cell tumor (cancerous but least likely). These can all be serious and some may need medication and or surgery. If it is a salivary mucoceole they may just recommend to continue to watch it since it is getting small sometimes, but I would rather know for sure what it is. I hope this helps!

There are numerous causes of lumps on a puppies skin. If Bella has been microchipped (this is usually done between the shoulder blades), it could be the chip you are feeling. Other causes are cysts, scar tissue, inflammation after a vaccine, and tumors. I would recommend taking Bella in to your local vet to have this lump evaluated. If it is her microchip, it is not a problem. If it is something else, your veterinarian can do a fine needle aspirate to try to get a sample of cells from this lump to determine what it is. This is not a painful procedure and similar to her getting a vaccine.

This is a very simple procedure that is commonly performed. If your vet is not able to get a diagnosis on cytology then removal and biopsy may be recommended.
