Blood in the urine isn't normal after neutering. The surgery itself should not have impacted any of the structures involved in urination, as only the spermatic cords are ligated. In addition, losing stitches this early after the surgery may impact the healing of the site, and leave him prone to infection. I recommend you see your vet as soon as possible to investigate the blood in the urine as well as determine whether the surgical site needs to be re-closed, and antibiotics started.

Since he has been bleeding and it has not stopped yet, you need to take him to a vet (out of hours vet). This could be from the surgery, however it is more likely that he has a prostate or bladder problem. Please check his gums and if they are white he needs a vet right away. This is an emergency.
