My dog won't recall outside. When can she go off-leash safely?

You will have to train her to stay with in certain limits. It is best to stay with her at all times while on a leash. The more comfortable she gets, the more she will want to explore. You can teach her to come when called. When you call her, tug on the leash a little to help her catch on then give her a reward or treat when she does. You can continue to enforce this behavior as she gets older. You can keep the leash on her but not hold it to increase the distance to get her to respond. There is never a guarantee she won't run off, but teaching her to come on command can help greatly. As long as the weather is not too cold then she can sleep out side with shelter but I would make sure she is trained and older before letter loose outside

Some dogs no matter how you try cannot be trained off the leash. There are a lot of dangers when you have your dog off leash and it is recommended to keep them on. I would also recommend checking with local leash laws since most places you are not supposed to have them off leash. If Ginger isn't reliable off leash she shouldn't be allowed to be off leash for her own safety. If you don't have a fenced yard but still want to let her run around, a long leash of about 20-30 feet can allow her to run around while still giving you control to stop her. You can also use this length of leash to solidify recall commands and teach boundaries. An electric underground fence may also be beneficial to help teach boundaries without an above-ground fence present.

Damon is still a puppy so I do not recommend not leaving him off of a leash. You can always get Damon a gentle leader to help with the pulling of the leash. I can understand that you want him to be under voice control and walk beside you without a leash but this is usually very difficult because dogs are such curious creatures. It is also unsafe. I always recommend having a dog on a leash when not in a fenced in area because of cars and other animals passing by could seriously injure your dog. All it takes is a small break in concentration (from a passerby, another pet, or a squirrel or bird) for your dog to not listen to your commands and run off. This Behavior may be due to the fact that she is more comfortable in her own environment. Being at a dog park, it is sort of an unfamiliar environment and is not where she normally is so she may feel more comfortable and that she can get away with more in your backyard. Also, there may be more distractions in the backyard that she is familiar with. I would recommend keeping her on a leash in the backyard and teaching her commands in the backyard when I'm the leash. Once she respond to those command on the leash reward her with treats to reinforce the positive behavior. I am glad to hear that she is listing to you when outside of the backyard versus the other way around. I would also suggest training her with a dog clicker or whistle to see if this helps more than your own voice. I hope this helps!
