More than likely there are many sights and sounds that are exciting Samantha, and are causing her to be easily distracted and to not listen as well to you . The yard at home is familiar to her, and that makes it easier for her to listen to you. When out walking, if she becomes distracted and stops listening, stop her immediately and make her sit, thus focusing her attention on you. Have her stay until she is calm and focused again, and then begin the walk. Every time she becomes distracted, have her sit and stay, thus teaching her that in order for the fun to continue, she must listen to you.
