Why does my dog have a lump and swelling after neuter? Is it a hernia?

Pet's info: Dog | Labrador Retriever | Male | neutered | 1 year and 1 month old | 72 lbs

My 1yr pup was neutered 11 days ago. On the 9th day post-op I let him run off leash and soon noticed soft swelling around his penis and a firm lump in his groin. On day 10 I took him back to the vet to get him checked and they didn't seem concerned. They said it's normal swelling and prescribed him 5 days of NSAIDs. He is acting, eating, peeing and pooing normally. Only mild discomfort when I handle the lump. Could it be a hernia?

It could be a hernia, but it is unlikely related to the surgery since we don't handle that area during a routine neuter. I would recommend having the vet check it again if it doesn't improve after the NSAIDs, or sooner if Roman seems painful or stops eating and drinking.
