My dog's neuter incision has a growth. Should I see a vet?

Pet's info: Dog | Mixed Breed Large (61lb +) | Male | 11 months and 13 days old | 70 lbs

Hi. MY dog just got neutered and they had to remove his whole Scrotum along with his testicles due to an infection. There is now an appendage growing out of his incision.

This needs to be checked urgently by a vet as this is not normal - the skin edges should be held together by stitches and should heal uneventfully. Pictures may help decide if this is a surgical emergency or if you may see your regular vet but you must apply an elizabethan/buster collar immediately to prevent further injury to the area
